Do it before it's buried
Foundation walls and footings sit in constant contact with soil moisture, groundwater, and freeze/thaw. Once they're backfilled, they're expensive to get back to, so the waterproofing has to be right the first time, before the dirt goes back in.
Prep is most of the job
A below-grade coating or membrane is only as good as the surface under it. Surface prep, detailing at penetrations and cold joints, and drainage are what decide how it holds up, not the product label.
